    In toy model A, the extra charge seems to sit permanently in the center of the nuclear charge distribution and hence lowers the total nuclear charge. The plots comparing toy models 0 and A shows that model A is more stable. I believe, monopole shifts happen more on a surface level than at the center of the nucleus and this might make the system less stable which is evident from its positive contribution.
